Meaning
Even if their very bones were to melt, would the noble follow after the base and speak of their own need? And to those wise enough to know beforehand that such a telling helps nothing, would they speak of the pain they suffer?

Explanation
The first question is a refusal. Even with pain enough to melt the bones, the noble will not walk behind the unworthy with a hand out. What is refused is not poverty but the way of selling poverty.
The second question is subtler. How is keeping one's need unspoken a form of wisdom? Because speaking it does not lessen the pain; it only lessens one's honour. Those wise enough to know this beforehand will not let the words out at all. So the verse honours silence — not the silence of indifference but the silence that guards a need.
To reflect on
Telling your need does not lessen the pain; it only lessens your honour.
