Meaning

Not to give to those who long for it is no shame; nor is it shame to feel shame under the sway of fear. Real shame is to grow soft through fear and to keep silent about what one's betters have done.

Explanation

The verse moves by denial: this is no shame, that is no shame either, this is shame. Each denial breaks one of our ordinary ideas of shame.

First, not giving. To say that failing the poor is no shame sounds hard; but the line is not condemning the one who cannot give, it is honouring the act of giving. Second, feeling shame because of fear — that is not shame at all, that is servility. And the third is true shame: when a greater man does wrong, to keep quiet about it. That silence is the last fall of any society.

To reflect on

Shame born of fear is servility; silence about a great man's fault is the real disgrace.
