Meaning
Listen, I will tell you well. Before Shiva, the good Chit (pure awareness), the insentient bond (achit) cannot come near; and Shiva, the Chit, does not know and undergo what is insentient. It is the soul that stands between the two and discerns them: so the Veda declares without fail.

Explanation
This is the 'sadasat' teaching of Siddhanta. Shiva is the full Real, untouched by the malam. The bond is unreal and without awareness. The soul stands between: it can undergo the bond, and it can reach Shiva, like the eye that knows both darkness and light. That is why the soul has choice, has a path to walk, and can be liberated.
