Explanation

This verse names three qualities that a trustworthy person must have: good birth, freedom from faults, and a sense of shame that fears disgrace. Valluvar points to one who has all three as 'suttey thelivu', the one on whom confidence should be placed.

'Kudippirandhu' does not merely mean a high caste. It should be taken to mean one who has grown in a family of good conduct and has acquired those qualities. One who has gained good habits from childhood naturally hesitates to do wrong. The feeling that he must protect his family's name from stain keeps him upright.

'Kutrathin neengi' means one who has withdrawn from habitual faults. Valluvar knows that no one is without any fault; so here it may be taken as standing apart from grave faults. What matters is that his life has no dark corners that need to be hidden.

'Vaduppariyum naanudaiyaan' is the third quality. 'Vadu' is the scar left by disgrace. One who fears that such a scar may come to him has a sense of shame. This shame is an inner guard that protects a person from wrongdoing. One who has no shame will dare to do anything.

So in choosing officers, a spouse or a friend, these three qualities are to be looked for. That is the counsel of the verse.

A story

Bharata Who Bore the Sandals

From the Valmiki Ramayana (Ayodhya Kanda): After Dasharatha died, Rama was in the forest. The throne came to Bharata. It was his own mother Kaikeyi who had sent Rama to the forest and demanded the crown for Bharata. But Bharata grieved deeply at his mother's deed. In great anger he told her, "You are not my mother; you are the cause of the disgrace to my line."

Bharata refused to accept kingship. With the sage Vasishtha and the people around him he went to Chitrakuta to call Rama back. When Rama refused, in order to keep his father's word, Bharata asked for Rama's sandals and received them. He carried them on his head to Ayodhya.

Bharata did not sit on the throne. He placed Rama's sandals on it, and ruled only as a servant. At Nandigrama he lived like an ascetic, with matted hair and a garment of bark, waiting fourteen years for Rama's return.

Though the crown was before his eyes, he did not think of seizing it, and he feared the disgrace that would come to his house. In Bharata good birth, freedom from fault and a shame that fears disgrace were found together. That is why Rama could leave his kingdom with him without fear.

When the fourteen years ended and Rama returned, Bharata handed over the rule just as it was. That honesty, without reckoning or deficiency, is still honoured. Bharata's life is a great example of the qualities of a trustworthy person.
