Explanation

This couplet is explained by commentators with slight differences. Parimelazhagar and most others take it that a land which yields wealth by nature, without great effort, is the best land. 'Naadaa valaththana' is those with wealth unsought, and 'naada valandharu naadu' is a land that gives wealth only if sought with labour. Valluvar says the former is better.

But this should not be taken as scorn for labour. To say that a land needing toil is not a land does not belittle it; it points out that a land naturally rich is higher. Remembering that elsewhere Valluvar exalts labour, it becomes clear that this couplet praises natural wealth.

Some commentators explain 'naadaa valam' loosely as wealth that grows spontaneously without the king examining and taxing heavily. These explanations do not contradict one another; they point to the natural abundance of the land.

So the honest meaning of the couplet is that we should value and protect the natural gifts our country's soil, water and forests give. It is not easy to destroy them and compensate by labour.

In the old Tamil tradition, regions such as marutham and neithal were regarded as naturally rich. Land watered by great rivers like the Kaveri gave more produce for less toil, and one may say the couplet was shaped in praise of such land. Yet today it is the practical truth that all of us must labour and protect nature to increase prosperity.

A story

King Prithu and the Earth as a Cow

The Bhagavata Purana tells the story of King Prithu. During the reign of a wicked king, Vena, the land was ruined. After the sages removed Vena, the Purana says, from his body arose Prithu, a good king. When he came to rule there was famine on earth. The earth had hidden her produce.

King Prithu was grieved to see hunger and took up his bow against the earth. The earth took the form of a cow and ran. After he chased her through all worlds, she surrendered to Prithu. She asked, 'If you kill me, where will your subjects live?' His anger subsided.

The earth told him, 'If you level me and milk me with a suitable calf and milker, I shall give everything.' Prithu levelled all hills and hollows, laid out villages and towns, and introduced agriculture. From then on people got food by ploughing the earth. The Purana adds that earth's name 'Prithvi' came from him.

Some traditions say that originally the earth gave food naturally like a gift, and that after the king introduced agriculture it became a land that gave by toil. In that sense the age of wealth without seeking and the age of wealth by seeking both appear in the tale.

Valluvar's praise of 'unsought wealth', natural bounty, and Prithu's showing that the king has a duty to protect it, share one view. A government that values and tends the gifts of the earth is a good government.
