வெயில் மிகக் கொடுமையான காலத்திலும், ஊற்றுநீர் உள்ள கிணறு வற்றாமல் ஊரைத் தாங்கும் என்பர். கொடையின் கடமையும் அத்தகையது — தாம் சுருங்கியபோதும் பெரியார் கொடுப்பர்; மற்றவரோ மிகுதியாக உடையபோதும் கொடுப்பது அரிது.
Meaning
Even in burning drought, they say, a spring-fed well does not fail but sustains the town. So is the duty of giving: the great give even when they have shrunk; others find it hard even when they have plenty.

Explanation
The comparison is not a simple one. A spring-fed well does not run dry in a rainless season: however much is drawn, the seeping does not stop. So the giving of the great does not depend on the weather outside. Giving while there is plenty is ordinary; giving while one has shrunk is what reveals nature.
The second half draws the contrast sharply. The great meets the duty even when reduced; the other hesitates even when full. Charity is therefore not fixed by the size of one's means but by the kind of person one is.
