Explanation
The verse has a double laughter in it. The wealth a man keeps laughs at him — which sounds like a figure of speech, but is simply true: a thing lying unused makes its owner its own servant.
The second laughter is harder. The ascetics are those without kin; a meal is their one tie to the world. The verse says that the compassion of the world itself laughs at the man who refused them. Here 'compassion' is not pity but the moral standing people keep among themselves — and that standing is what casts him out.
To reflect on
The man who neither enjoys nor gives becomes a laughing-stock to his wealth and to the world.
