Meaning
To those who arrive worn out with hunger gnawing inside, the man who stays in the town and helps them with nothing — better for him than to live on there and let his life run out for nothing is to leave and be a guest himself.

Explanation
The scene is simple, but a decision hides inside it. Someone who has been wandering with hunger at his belly now stands before us. The man who lives in the town does nothing at all for him. The verse does not stop at accusing him; it offers him a way.
The way is severe: rather than sit in a town where you cannot help and let your life run to nothing, get up yourself and be a guest at another man's door. That is, being in need and asking is better than being in a place where you cannot give. Hunger works like a mirror here: it does not lower a man, it shows what his heart truly holds.
To reflect on
Better to ask than to sit on in a place where you have nothing to give.
