Meaning

Have they not rested on the leaping peacock, on the heads of the gods and on the palm-leaf pages of my verse, those small feet of Murugan, nephew of Vishnu who once asked Mahabali for three steps of land and stretched out his red foot until it touched the roof of the ancient cosmos!

Explanation

Vishnu's great foot measured the cosmos; Murugan's small foot rests on the peacock, on the gods' heads and on a humble poet's palm leaves. The Lord's greatness and his nearness meet in one verse. Arunagirinathar rejoices that his poems are a place the Lord's feet have touched.

From the Srimad Bhagavatam, Book 8

Vamana's three steps

Mahabali, an asura king, was famed for his generosity. Vishnu came to his sacrifice as Vamana, a dwarf student, and asked for three steps of land. Though his guru Shukracharya warned him, Mahabali kept his word. Vamana grew into Trivikrama, measured the earth with one step and the heavens with the next. With no room left for the third, Mahabali bowed and offered his own head. Pleased, the Lord gave him rule of the netherworld and his own protection.
