Explanation

This couplet says a fort is not merely a defensive tool but also a tool for victory. Even if a strong army besieges it, the best fort is one where those inside hold their place and have the means to defeat the enemy. So a fort should not only block the enemy but help bring him down.

'Mutraatri' means using full strength. 'Mutriyavar' are those who besieged. 'Patraatri' means holding on, that is, standing firm in their place. 'Patriyaar' are those who hold and guard the fort. The fort's structure should be such that those who guard it can stand firmly and have scope to strike.

Devices built in the wall, loopholes for shooting arrows, and routes to sally out and strike and return help in this. Commentators explain these as wartime structures.

In practice it is the idea of active defence. Security is not hiding but the power to stand against at the right time. In life too our preparations should help not only to defend but to overcome problems. Old war histories contain many cases where those inside a fort drove away the besiegers. They stored food and strength wisely and sallied out at the right time. Thus a fort is not a confining prison but a base for victory, and Valluvar sees it as active rather than as mere walls.

A story

Indrajit and the Defence of Lanka

The Yuddha Kanda of Valmiki's Ramayana describes the siege of Lanka. Rama's vanara army surrounded Lanka. The vanaras, having crossed the sea, stood around the wall. Before this great siege, Ravana's son Indrajit took the defence of Lanka into his hands.

Indrajit was skilled at fighting by illusion. From within the fort and hidden in the sky he attacked the opposing army. Once, from concealment, he shot the arrow known as Nagapasha and bound Rama and Lakshmana, says the Ramayana. The vanara army was stunned.

The poet says Garuda came and cut that bond, freeing both. Later Indrajit shot the Brahmastra to bring the vanara army down. Hanuman went to the Himalayas, brought the Sanjivani herb and revived the fallen.

Here Lanka's fort gave Indrajit both protection and the chance to attack. The fort helped him. But because Rama's army had valour and strategy, in the end Lakshmana brought Indrajit down.

The story shows one side of the couplet 'those who hold it win': a fort gives those inside the chance to win. At the same time the Ramayana teaches that the fort alone is not enough for victory, and that the side with dharma finally stands. Valour alone does not bring final victory. The Ramayana shows both the fort's help and dharma's final weight. The old works therefore always join the fort to dharma.
