Explanation

The first half of the verse praises the Goddess's feet; the second half praises Shiva's matted locks. From foot to crown, from the Goddess to Shiva, the verse takes in both in one gaze.

The moon, the serpent and the Ganga on Shiva's head are natural enemies: the serpent is said to swallow the moon, and the river is water on the head of the Lord of fire. Yet on His head they rest together in peace. Bhattar prays that in the same way Shiva and Shakti will stay together, never apart, in his mind.

Valmiki Ramayana, Bala Kanda

Bhagiratha Brings Down the Ganga

From the Valmiki Ramayana. The sixty thousand sons of King Sagara were burned to ashes by the anger of the sage Kapila. For them to reach a good state, the heavenly Ganga had to come down to earth and wash over their ashes.

Generations later, King Bhagiratha performed a great penance, and the Ganga agreed to descend. But the earth could not bear the force of her fall, so Bhagiratha prayed to Shiva. Shiva spread out his matted hair, caught the rushing river and released her gently as a stream.

That is why the Ganga is called Bhagirathi. The verse's 'the Holy One who bears the Bhagirathi' recalls this compassion: the Lord who took a flood on His own head for the sake of the world.
