Explanation

This verse states three qualities of a good spy. First, 'kadaa uru', an appearance that raises no suspicion. Whether he is disguised as a merchant, a bard or a traveller, others must not suspect him. Second, 'kannanjaamai', not fearing the eyes of anyone. Before the king or before the enemy his face must not tremble. Third, 'yaandum ugaaamai', not letting out the secret at any time or place.

These three are different faces of firmness of mind. Appearance is an outer quality, fearlessness an inner quality, and secrecy a quality of speech. Only one who has control over body, mind and word can be a good spy. The expectation Valluvar places on the spy here is very high.

'Ugaaamai' is related to 'ugudhal', to spill or let out. One who does not spill even a drop of the news held in the mind is the good spy. In daily life we can relate this quality to the integrity of keeping safe, without telling another, a matter told to us in confidence.

These three qualities belong not only to a spy. A doctor, a lawyer, a teacher and a trusted person in a family also need them. A look that everyone can readily trust, a confidence that fears no one, and a sense of secrecy that lets nothing slip out: these three are the marks of a trustworthy person.

A story

The Pandavas in Virata's City

From the Virata Parva of the Mahabharata: having lost at dice, the Pandavas had to undergo twelve years of forest life and one year of incognito life. In the incognito year no one must recognise them; if recognised, they would go back to the forest. Duryodhana sent his spies in all directions to search for them.

The Pandavas lived in disguise in the city of King Virata. Yudhishthira became Kanka, the king's companion at dice. Bhima became Vallabha, a cook. Arjuna became Brihannala, a teacher of dance and music to the women of the inner palace. Nakula became a horse keeper, Sahadeva a cowherd, and Draupadi Sairandhri, a maid to the queen. Each lived before the royal family with an appearance that raised no suspicion.

Their greatest test was that, though mighty warriors, they had to hide it and do humble tasks. Even when Bhima defeated a wrestler, he did the killing of Keechaka with great discretion. They feared no one's eyes, and not a drop of secret slipped from their speech. Duryodhana's spies could not find them.

As the year was ending, when the Kauravas raided Virata's cattle, Arjuna came forward and fought. Duryodhana, recognising him, roared that they had been revealed before the incognito period ended. But Bhishma, tradition says, reckoned and confirmed that the year had already ended.

The qualities Valluvar names for a spy, an unsuspicious appearance, fearlessness and keeping secrets, were followed wonderfully by the Pandavas throughout that year. They were not spies, but the story shows us the discipline of those qualities.
