Detectives · Otraatal

This chapter teaches that a ruler must learn what is happening in his realm, and what his officials, kinsmen and enemies are doing, through spies. Valluvar shows how to choose fearless, secretive agents, to cross-check their reports through other agents, and not to reward them openly lest their work be exposed.

Introduction

This chapter in the Arasiyal section of the Porutpaal concerns espionage. 'Otru' means one who hides and gathers news, and 'otraadal' is that work. In today's language we may call it intelligence service. One who rules a country cannot see everything from where he sits. He must know what is happening on the frontier, what is spoken in the market, how ministers behave and what the neighbouring land intends. The people who serve as his eyes and ears for this are the spies.

The very first verse of the chapter says, 'otrum urai saandra noolum ivaiyirandum thetrenga mannavan kan': spies and the treatise are the king's two eyes. A treatise is the knowledge of the past; a spy is the knowledge of the present. Clear sight needs both. The second and third verses state the need for the ruler to know all news. The fourth says whom he should watch through spies. From the fifth to the seventh verse the marks of a good spy are given. From the eighth to the tenth, the method of handling spies is shown.

The chapter should not be seen only as one that speaks of secrets. Its inner thought is awareness. However much power he has, a leader without information is like a blind man. Valluvar insists that integrity and caution are needed both in seeking information and in guarding it. Protecting the one who brings information, and verifying a report before trusting it, are important rules he gives.

We can apply this in life today. A company head who gets no true news from his team will take wrong decisions. The head of a family who does not know the mood of his children cannot guide them. In the world of information this chapter reminds each of us to verify news and not to believe rumours without confirming from three places.

At the same time, espionage is no licence to intrude needlessly into the private lives of others. We must remember that Valluvar speaks of it for the sake of the security of the realm and of justice.

Information, we are told today, is power. But wrong information is more dangerous still, so Valluvar's rule of confirming from three places fits today's world of news as well.

Chapter story

Hanuman's Eyes in Lanka

From the Sundara Kanda of the Ramayana: the vanara army searching for Sita reached the southern shore. To reach Lanka they had to cross a sea a hundred yojanas wide. When all hesitated, Jambavan reminded Hanuman of his strength. Hanuman rose from the top of Mount Mahendra and leapt across the sea. He passed the obstacles on the way, such as Surasa and Simhika, with wit and might.

On reaching Lanka Hanuman did not leap straight in. He waited for night. Taking a form as small as a cat, he crossed the city wall. He observed closely the streets, mansions, forts and military halls of Lanka. He fixed in his mind the number of guards, the armouries and the layout of the palace. He searched Ravana's inner quarters too, but found Sita was not there.

At last, hidden on a simsupa tree in the Ashoka grove, he saw Sita. She sat surrounded by rakshasi guards, thinned by grief. From his hiding place he heard Ravana come and speak harshly, and her bold refusal. Without haste, waiting for the right moment, he showed Rama's ring and built her trust. He received her message and her crest-jewel.

Later he destroyed part of the grove, faced Ravana's forces and measured their strength. When he went to Ravana's assembly he learned the king's might and the mood of his court. When his tail was set on fire he looked once more from above at the paths and houses of Lanka and learned them.

Returning, Hanuman told Rama the news clearly and briefly. Tradition says he began with the words 'I have seen Sita'. Rama was glad. Those specific details were a great help in planning the battle.

The scene where Jambavan reminded Hanuman of his strength is also worth thinking over. A person may not know his own strength; if elders remind him at the right time, he can do great things. That Rama and Sugriva chose Hanuman was no accident. They had already seen that he had eloquence, subtle intelligence and humility. They also gave Rama's ring into his hand, a sign of trust.

Hanuman reported what he saw in Lanka just as it was, and did not boast of his strength. On returning to Rama he first spoke of Sita's well-being, and only afterwards told, briefly, the heroic deeds he had done. This shows that he possessed the humility and truthfulness proper to a good scout.

Hanuman, possessing both scriptural learning and intelligence, went as the eyes and brought Rama the truth. The episode shows that where a leader cannot go himself, trustworthy eyes must be sent, and that they must return joining truth with foresight.

Courage to go into Lanka and return with the truth, together with wisdom and humility, is rarely found in one body. Because Hanuman had them, he could be Rama's eye.
