Explanation

'A master among the learned' means the best in the company of scholars, and 'among the spear-bearers' means among kings and warriors. The envoy stands between two worlds: the world of the learned and the world of rulers. Though he speaks to kings, they will respect him only if he is accomplished in learning. Powerful kings generally honour the learned; they know that their success needs knowledge.

There is a subtlety in the phrase 'the message that brings victory'. The envoy carries the message that gives his country success. Success is not only in war; there are successes in peace treaties and trade agreements. To state such a message the envoy must know politics, ethics, war and economics. Otherwise the king on the other side will point to the gap in his argument and trap him.

In our time too, lawyers, diplomats and negotiators succeed when they have deep knowledge of their field. To walk before authority with only surface knowledge is dangerous. Learning also gives courage: however high the person across the table, one can state one's view firmly. Another benefit of learning is the ability to anticipate the listener's counter-arguments. A well-read person foresees the questions an adversary may raise and keeps answers ready, so he does not stumble in the assembly. Kings do not merely respect a learned man; they ask him about their own doubts as well. In ancient times an envoy was expected to know several languages and the histories of many lands. If he knew the stories of the ancestors of the king he was addressing, he could converse on common ground. Today's translators and diplomats have the same need.

A story

Hanuman's Speech Praised by Rama

From the Kishkindha Kanda of the Ramayana. When Rama and Lakshmana came to Mount Rishyamukha in search of Sita, Sugriva was alarmed at the sight of them. To find out whether Vali had sent them, he dispatched his minister Hanuman, who approached them in the guise of a brahmachari.

Hanuman bowed to them respectfully and asked sweetly who they were and why they had come. Every word he spoke was clear and free of error. His words came without haste, fitted one to another, and neither his face nor his voice showed any awkwardness.

When he finished, Rama turned to Lakshmana and praised him, as the Ramayana records: 'This one is learned in the Vedas and well versed in grammar. He has spoken so much and not a single word is faulty; his face shows no flaw and his voice no stumbling. Even the enemy of a king who has such a messenger will lower his sword at his words.'

Here Hanuman won respect in the company of great persons through knowledge, grammar and calm. He could be called a master among the learned and a speaker able to stand among kings. He did not use his learning for self-praise; he used it for his master and for the beginning of a friendship.

That very meeting laid the ground for the later friendship of Rama and Sugriva. It is a good example of how a messenger whose speech is correct and sweet can create friendship between rulers.
