Explanation

This verse divides the economic duties of a state into four steps: creating, earning, protecting and distributing. 'Iyatral' is to set up the means from which wealth arises: farming, crafts, trade, irrigation and such. 'Eettal' is to gather revenue for the state through taxes, tributes and income. 'Kaathal' is to protect that wealth from theft, waste and enemies. 'Vaguththal' is to apportion what has been protected according to need and use it for the welfare of the people and the needs of the country.

The order matters. Without production there is nothing to collect, without collection there is nothing to protect, and without protection there is nothing to share. Only when the four steps join properly does wealth serve the people. Some commentators group the first two as the two parts of revenue and the last two as the two parts of expenditure.

The closing words, 'vallathu arasu', give the verse its emphasis. A state is one that is capable in all four. A lack in any one means it has not yet done its duty.

In today's life we can apply this to household finance. Creating sources of income, earning, saving and guarding, and dividing fairly among need, charity and the future: these four are the basis of good household management. It is useful to think honestly about which of them is weakest in us. Some earn well but never save. Others save well but never share. Some share generously but have built no source of income. Each person's 'weak step' is different, and naming it is already progress.

A story

Prithu, the First King

The story of King Prithu is found in the fourth book of the Bhagavata Purana and in the Vishnu Purana. Prithu is honoured as the first king. His father Vena was a tyrant and was destroyed by the sages. When the land was left without a king, the sages churned Vena's body and brought forth Prithu, the Purana says. With him appeared his queen Archi.

At that time food did not grow on the earth. Famine afflicted the land. The people came to Prithu and appealed, 'O king, give us food.' Realising that Mother Earth had hidden her wealth, Prithu in anger took up his bow. The Earth goddess fled in the form of a cow, and he pursued her everywhere.

Frightened, the Earth said, 'O king, if you kill me, how will you sustain your people? I am ready to give everything, but you must make me level.' Prithu broke mountains with his bow and levelled the land. After that he established villages, towns and fields. He taught his people ploughing, cattle-rearing and trade, the Purana says. This is 'iyatral', creating.

Then, using his son as the calf and his own hands as the vessel, Prithu milked the Earth in her cow form. She yielded grain. This is 'eettal', earning. After that sages, gods, asuras and many others each drew from the Earth what they needed, each with his own vessel and calf. This is 'vaguththal', distributing.

Prithu protected the whole land with justice. Under his rule the people lived without fear. This is 'kaaththal', protecting.

In this story the four duties of the verse show clearly: he created the means, gained the wealth, protected it and shared it with all. It reminds us that a ruler's duty regarding wealth is not for his own pleasure but for the welfare of all.

To reflect on

In your household or work, which of the four steps, creating, earning, protecting, sharing, is your weakest, and what is one small thing you could do about it this month?
