Explanation

Anyone who has watched a fight between rams in the Tamil countryside will understand this image at once. When two rams prepare to clash, each first steps back some paces. Then suddenly it leaps and strikes with its head. That withdrawal is not from fear; it is a way of gathering speed and strength. The farther it steps back, the greater the force with which it strikes.

Valluvar applies this scene from nature to the human temperament. The person of energy sometimes keeps low. Seeing him quiet, the world may think him powerless. But it is his preparation for a blow. 'Odukkam' means gathering oneself, concentrating body and mind and holding them in. It is not defeat but strategy.

It is important to see the difference between this restraint and cowardice. The coward withdraws in fear and does not advance again. The man of energy withdraws with his goal in mind. The resolve to move forward at the right moment burns within him all the while. Thus his quietness and calm become signs of strength.

In life the meaning is very practical. A few days of quiet study before a difficult beginning, silent thought before an important conversation, and rest to gather energy before a big contest are all this ram's step back. One who leaps in a hurry misses the mark; one who steps back and then leaps reaches the goal.

A story

Vamana Who Asked for Three Paces

From the Bhagavata Purana: The asura king Mahabali, grandson of Prahlada, followed dharma and excelled in giving. By his strength he conquered the three worlds and drove the gods from heaven. They appealed to Vishnu, who resolved to help them.

While Mahabali was performing an Ashvamedha sacrifice, Vishnu took the Vamana avatar. He came to the sacrificial hall as a dwarf brahmin boy, with an umbrella, a water pot and a bark garment. Mahabali welcomed him: "Whatever you ask, I will give."

Vamana said very modestly, "King, I need only three paces of land measured by my own feet." Mahabali smiled: "Only so little? Ask for more." But Vamana said, "This is enough for me."

Shukracharya, preceptor of the asuras, realised who he was and tried to stop Mahabali. "This is no boy; it is Vishnu. He will make you lose everything. Do not grant the gift," he said. But Mahabali answered, "It is not my way to break a promise. If Vishnu himself comes to ask, it is an honour," and he poured water to seal the gift.

In the next moment Vamana began to grow. His form rose to the sky. With one stride he measured the whole earth. With the second he measured the whole heavens. "Where shall I place the third step?" he asked. Mahabali bowed his head: "Lord, place it on my head." Vamana put his third step on his head and sent him to the nether world, granting him, in the tradition of Onam, a boon to visit his people once a year.

Like the ram that steps back to strike, the one who came so small rose as Ulagalandha Perumal, 'the Lord who measured the worlds'. The restraint of the man of energy is preparation for strength.
