Explanation

This is a beautiful simile-verse about the indispensability of the sceptre. All living beings in the world live relying on rain. If the sky does not pour, crops wither, there is no water, life thirsts. Likewise, says Valluvar, all subjects live relying on the king's sceptre.

Rain is common to all. It falls on the good and the bad, the rich and the poor. It asks no fee of anyone. The implied thought in the simile is that the king's justice too should be common. If rain fell with partiality the world would suffer; if justice is partial, the subjects suffer.

Rain has another quality too: it must come in its proper time. Rain out of season destroys crops. The king's justice too must come in time. The proverb that delayed justice is injustice says this.

When people look to the king's sceptre as they look to rain, it gives them hope. The faith that "if trouble befalls us the king will give justice" protects the peace of society. If that faith breaks, subjects will try to take revenge themselves and society will fall apart.

So the king's responsibility is very great. He is like the rain. If rain stops, famine comes; if his justice stops, anarchy comes.

The same simile applies to today's governments. As people trust the rain, they trust the justice and good governance of the government.

A story

King Prithu Who Milked the Earth

From the Bhagavata Purana and the Vishnu Purana: In the days when the tyrant king Vena ruled, the people suffered greatly. He transgressed dharma, stopped sacrifices and ordered that he himself be worshipped. Since the sages could not correct him, he perished. After his death the country, without a king, was in distress. Plunder, hunger and injustice grew.

The sages created a new king from Vena's body. First the evils came out as a dwarf figure. Then from his body appeared Prithu, an excellent king. The Purana praises him as a portion of Vishnu. With him appeared Goddess Archi, a portion of Lakshmi.

When Prithu took up rule, famine was on the earth. The people, wasting with hunger, ran to the king and appealed. "You are to us like rain; give us food," they pleaded. Prithu angrily took up his bow: "Earth has hidden the food. I shall punish her."

The earth, in the form of a cow, fled in fear. Prithu chased her. At last she bowed and said, "King, if you kill me your subjects will perish without food. Ask lovingly; I shall give." Prithu levelled her, himself acted as the calf, and milked all the crops and riches needed by all beings.

He levelled the earth, established towns and villages and taught agriculture. Because of him the earth got the name 'Prithivi'. The people gained food and protection. In his just rule all his subjects lived trusting his sceptre as one looks to the rain.

Because Prithu did his duty without fail, people saw him as the support of their lives. As rain protects living beings, so a king protects his subjects; Prithu's reign is a puranic example.
