Explanation

This verse shows a beautiful cycle. The king protects the subjects; justice protects the king. The first part is known to all. The second part is Valluvar's fresh message. Guard troops and fortresses alone are not enough for a king; the true armour that protects him is the justice he practises.

The words 'muttaach cheyin' mean if done without obstruction, without interruption. Justice is not an act done one day and forgotten the next. Only justice practised continuously and without lapse protects. Even one failure begins to shake the people's trust.

An enemy too will respect a just king. Subjects will stand daringly for him. When he is in danger, dharma itself comes forward to protect him. But an unjust king, though strongly guarded, carries fear within. The fear of when his own subordinates will turn against him keeps chasing him.

This idea applies to leaders of today also. A leader who spends huge sums on security is less safe than one who has won the love of the people through honesty. Justice is not only a help we do for others; this verse reminds us that it is a shield that protects ourselves.

This is the fortress that does not fall.

A story

Shibi Who Gave His Flesh for a Dove

From the Mahabharata, Vana Parva: King Shibi Chakravarti was famed for dharma and compassion. He protected his subjects as his own children. Hearing his fame, the devas decided to test his firmness. Agni came in the form of a dove and Indra in the form of a hawk.

The dove, fearing the hawk, came and took refuge in Shibi's lap. Shibi embraced it. Soon the hawk came and said, "O king, that dove is my food. I am suffering with hunger. Give it to me." Shibi said, "To abandon a life that has taken refuge does not befit a king."

The hawk argued: "If you protect the dove, I shall die of hunger. Is my life not a life too?" Shibi searched for a way to save both lives. "I shall give from my own body flesh equal to the weight of the dove," he said. The hawk agreed.

A balance was brought. On one pan the dove, on the other the flesh Shibi cut from his body. However much he placed, the dove's pan stayed heavier. Finally Shibi himself climbed and sat on the scale. Seeing his firmness, the devas revealed their forms and bowed. His wounds healed.

Dharma itself protected Shibi, who had kept dharma completely. His fame endures even today. This story is the proof of the verse: the king who protects the world is protected by justice done without lapse.
