Explanation

This verse joins the minister's thought, action and speech. First 'therithal': examining all angles of a matter and knowing it. Next 'thernthu seyal': after examination, choosing the apt way and doing it. Third 'oruthalaiyaa sollal': stating his view to the king firmly and without doubt.

The third qualification is very important. Many ministers speak in ambiguous words so that the king's mind is not displeased. 'Oruthalaiyaa sollal' is against such evasion. To say plainly 'this is good, this is bad' is good counsel. It does not mean it must be harsh; it must be clear.

Commentators also take 'oruthalaiyaa sollal' as stating the one conclusion he has examined, without confusing by stacking many conclusions. When the king has to decide, it is best not to bewilder him by listing every option but to state one's clear recommendation.

The three steps are related. Speaking without examination is mere guess. Examination without speaking is useless. Without action both are empty words.

There is also a caution in 'acting after choosing': if one delays in choosing, the time passes. Examination has a time limit. Within that limit one must decide and enter into action.

When we are asked for counsel in family or office we too can keep these three in mind: first examine fully, then choose clearly, finally state firmly.

A story

Vibhishana's Clear Counsel

The Yuddha Kanda of Valmiki's Ramayana records Vibhishana's counsel in Ravana's court. After Hanuman burnt Lanka and left, Ravana convened his council. News came that Rama's army would cross the sea. Most of the rakshasas in the court, to please their king, praised war. 'We shall win; what are men and vanaras to us?' they said.

Only Ravana's brother Vibhishana spoke apart. First he examined the situation fully. He pointed to the ill omens that had come from bringing Sita. He reminded them that one monkey alone had come and burnt Lanka. He discerned that Rama was no ordinary man.

Then, without doubt and clearly, he stated his view: 'Brother, return Sita to Rama with honour. To make enmity with Rama, protector of dharma, will be the ruin of our clan.' His words stirred Ravana's anger. Yet Vibhishana did not soften his view nor use double-meaning words.

Ravana drove him from the court. Vibhishana left Lanka with four ministers and took refuge with Rama. Though Sugriva suspected him, Rama accepted that it is dharma to receive one who has sought refuge. Later in the war Vibhishana's knowledge helped Rama greatly.

Here Vibhishana examined and discerned; after discerning he acted; and though the king disliked it, he spoke firmly. Even if his counsel was not accepted, that was the dignity of a minister. He is the full form of 'therithalum thernthu seyalum oruthalaiyaa sollalum'.

To reflect on

When I give counsel, do I avoid double-meaning words and speak plainly?
