Explanation

Following the first, this couplet delivers a verdict that anger is evil in both places. Where anger cannot take effect, before one stronger, it is evil because it brings harm to ourselves. Where it can, toward the weaker, nothing is worse, because it gives pain to others and spoils our own character.

There is an advance from the previous couplet. There Valluvar asked "where is restraint meritorious?"; here he concludes "it is evil everywhere". It is a logical growth: first the question, then the conclusion.

The phrase adhanin theeya pira il points to the singular cruelty of anger. There are many evils in the world, and Valluvar has spoken of theft, falsehood and envy. But here he calls anger worse than all of them, since anger opens the door to other evils. In anger a person lies, strikes others and loses reason.

We can see this daily. A moment's anger turns into an act that brings lifelong regret. The practice the verse gives us is: when anger rises, pause a moment and, instead of asking "does this work or not?", remind ourselves, "this is evil".

Joining the two halves of the couplet gives a complete picture. He who shows anger to the strong is unwise and seeks his own ruin. He who shows it to the weak is merciless and torments others. Both are slaves of anger. To avoid anger everywhere is therefore wise. That is Valluvar's full solution.

A story

The Hundred Insults of Shishupala

The Sabha Parva of the Mahabharata relates a key event at the Rajasuya sacrifice. When Yudhishthira performed it, the question arose of who should receive the first honour, the agrapuja. Bhishma named Krishna. Shishupala, king of Chedi, who was in the assembly, grew angry.

Shishupala was Krishna's kinsman but always hated him. In anger he began to insult Krishna right in the assembly. He abused Krishna shamelessly, and his words went on and on. Krishna listened in silence. Tradition says he had promised Shishupala's mother that he would tolerate up to a hundred faults of her son.

When Shishupala crossed a hundred insults, Krishna rose. "I promised his mother to bear a hundred faults. That is complete," he said, and released the Sudarshana discus. The discus cut off Shishupala's head. The epic says his light merged into Krishna.

In this story Shishupala showed anger toward Krishna, who was stronger. His anger did Krishna no harm, but it destroyed him. His life proves "Anger where it cannot take effect is evil."

We should also observe how Krishna listened patiently. Though he had power, he did not retaliate at once. Only after bearing a hundred insults did he act. This shows the difference between the forbearance of the powerful and the anger of the weak. The truth of the couplet that anger is evil everywhere can be seen here from both sides.
