Explanation

Commentators differ slightly on the meaning here. Some take 'sirai seyyaa' as not building defences and keeping guard; others as not giving protection to those who depend on him; still others as not restraining the enemies before war comes. Whichever sense is taken, the point is one: a leader who does not make the necessary arrangements before danger arrives will fall in fear.

Why is this in the chapter on not causing fear? A ruler who does not make his people tremble must also not be himself subject to fear. One with no readiness to protect his country is thrown into disorder once war comes, and his fear spreads to the people. So causing fear and feeling fear are two faces of the same coin. Preparedness is the foundation of a rule without fear.

Preparing before war does not mean wanting war; it is a way of keeping peace. An enemy hesitates to attack a country with strong defences, so readiness is also the first effort for preventing war. Note too the word 'veruvandhu'. Danger by itself does not destroy a person; it is the fear and confusion on meeting it that do. One who is ready decides without fear, and one who is not is frozen by fear.

We see this in many places today: a business with no insurance, data with no backup, a staff team without training, canals not repaired before the rains. Those who made arrangements calmly before danger remain calm when danger arrives. The proverb about one who protects before the trouble comes says the same.

A story

Festival at the Fort Gate

Long ago there was a small kingdom whose capital was famed for its temples. King Veerasenan was devout but careless about defence. The fort wall was broken in many places, the moat had run dry and the number of guards had shrunk. When his ministers warned him, he laughed. 'God will protect us,' he said.

The yearly chariot festival came. The whole city sank into joy. The guards too left their posts to join the celebrations. That same night the army of a neighbouring kingdom suddenly crossed the border. Its king knew the weaknesses of this fort well.

When the king hurried to look, the enemies were entering through the gaps in the wall. His hands trembled, and no word of command rose to his lips. The ministers who ran up thought, 'We told him so long ago,' but said nothing. The people ran out of their houses in fear.

Fortunately some young men from a nearby village came forward to defend the city. With their help the temple was saved, but the city suffered heavy loss. Veerasenan was grieved. 'It is true that God protects, but only those who have done their duty,' he realised.

The next year he repaired the walls, deepened the moat and arranged that guards would stand without fail even on festival days. At the festival the people now rejoiced without fear.
