Periya Puranam, Thirunagara ChirappuManu Needhi Chozhan
From Sekkizhar's Periya Puranam. Manu Needhi Chozhan, the Chola king who ruled from Thiruvarur, had hung a bell of justice at the palace gate for anyone seeking redress to ring.
One day, as the prince rode out in his chariot, a calf darted unexpectedly beneath the wheel and was killed. The mother cow went to the palace gate and rang the bell with her horn. When the king learned what had happened, he said, "Justice must not change because it is my son," and drove the same chariot wheel over his son.
Moved by the king's justice, Lord Shiva appeared and restored both the calf and the prince to life. Because the king himself stood by the rule of justice, his very name became a name for justice.
