Explanation

A king cannot see the whole country himself. All that he sees of the country's condition, its evils and its opportunities, reaches him through what his counsellors tell him. So counsellors are like the eyes of the king. As a body goes the wrong way if the eye shows wrongly, the king and the country are ruined if the counsellor guides wrongly.

'Soozhvaarkan aaka ozhukalaan' is the life of the verse. The king uses the knowledge of his counsellors along with his own wit. This does not mean he loses his own knowledge; it means his vision becomes larger.

In the phrase 'soozhvaaraich soozhndhu kolal' Valluvar uses the word 'soozh' twice. The meaning is that he must deeply examine the counsellor who counsels him and then choose. So the choice of a counsellor is itself an act of counsel.

Some commentators explain 'kannaaka' as the king seeing with the thoughts of others as his eyes. In any case, the importance of the counsellor is the same.

Today too the head of an organisation decides on the reports of his aides. So great care is needed in choosing them. The king must also create a climate in which they can speak the truth, for counsellors hide the truth from an angry or self-praising king.

A story

Dasharatha's Ministers

In the Bala Kanda of Valmiki's Ramayana the way Ayodhya was governed is told at length. King Dasharatha was known as an excellent ruler. The text mentions that he had eight ministers, and that they were people of knowledge and integrity. Among them, tradition says, Sumantra was the most trusted.

Their work did not end with counsel. They learned all that happened in the country and told Dasharatha. Spies they sent to every corner of the land brought news. So the king knew the whole country as if he had seen it with his own eyes.

Along with them, Vasishtha and Vamadeva were the king's preceptors. On any important decision, the king acted only after consulting them. It is said that even the performance of the sacrifice for the birth of sons came from Vasishtha's advice.

When Dasharatha thought of making Rama the heir, the Ayodhya Kanda mentions that he first asked the opinion of ministers and of the people. Only after all had agreed did he announce it.

The truth of the verse shows in this story. The king ruled with his counsellors as his eyes. Because he examined and chose them, his rule won the country's praise.

It shows that if counsellors are good, the king's sight is clear, and that if care in choosing is lacking, the rule is ruined.
