Explanation

The first verse said generally to place one who knows good and evil. This verse breaks that qualification into four qualities: love, wisdom, clarity and freedom from greed. Trust in office should be placed in one who has all four fully, says Valluvar.

'Anbu' is the compassion towards the people and the leader. One without love will use authority for oppression. 'Arivu' is the learning and experience needed to do the work. Good intent without knowledge may do harm. Only when both are joined does action bring good.

'Thetram' is the firmness of making a clear decision. It is the ability to arrive at a decision without wavering after hearing many views. One who hesitates and is confused cannot act at the right moment. 'Avaavinmai' is freedom from greed. One who craves wealth will use his responsibility for his own gain.

Each of the four has an opposite: hatred for love, ignorance for wisdom, confusion for clarity, greed for freedom from greed. The lack of any one brings danger. If love and wisdom exist but clarity is missing, decisions are delayed; if wisdom and clarity exist but greed is present, corruption grows.

In 'nanguudaiyaan' the word 'nangu' denotes fullness. Having them somewhat is not enough; one must examine that the four are full. This continues the tests of selection from the previous chapter.

Today when an organisation seeks a leader it can ask these same four questions: has he love for people, knowledge of the work, clarity to decide, and does he keep away from greed?

A story

Sumantra the Trusted Minister

From the Valmiki Ramayana (Bala Kanda, Ayodhya Kanda): King Dasharatha had eight ministers. Foremost among them was Sumantra, who served as the king's charioteer and counsellor. The king trusted him in all matters. In him were the four qualities of love, wisdom, clarity and freedom from greed.

It was Sumantra who reminded the king of the counsel that performing the Putrakameshti sacrifice would bring Dasharatha sons. Recalling an old tale he had once heard from sages, he advised bringing Rishyashringa. His knowledge and memory greatly helped the king.

On the day Rama was to be crowned, Kaikeyi demanded her boons. Dasharatha, drowned in grief, was unable to speak. Sumantra handled the situation quietly and courageously. He was not afraid to tell Kaikeyi the truth plainly. Even when he took Rama to the forest and returned, he restrained his own grief and gave the king the news.

When Rama entered the forest, it was Sumantra who drove him in the chariot. On the Ganga's bank Rama told him to return. Though grieved, he accepted the command. Without expecting any gain, he faithfully completed his task. Dasharatha and the people trusted him fully.

Sumantra is an example that a chosen minister who is loving, wise, clear and free from greed becomes a strong support to king and country.

When Rama returned to Ayodhya, tradition says Sumantra again stood in his service. Those who have good qualities do not change with time.
