Explanation

This verse states a bitter truth about employing people. Even after testing in many ways, choosing and trusting, many people change when they begin to perform the work, says Valluvar. So the watching does not end when the selection ends.

A man may behave one way before an office and another way after. The authority, wealth and fame an office gives change some people's minds. One who was simple turns arrogant; one who seemed honest falters when opportunity comes. The tests showed his earlier nature, not the nature he would have in a new situation.

The phrase 'enaivagaiyaan theriya' shows the strength of the examination. Even if tested in many ways, this danger exists. That does not mean the testing is useless; it means we should know the limit of testing.

The practical advice that follows: even after the choice, one should observe the work he performs. This is not suspicion but vigilance. It underlies the counsel of daily supervision in the final verse.

It is also wise to build systems expecting people's change. Having several people see the accounts, asking for work reports and sharing authority protect against one person's change doing great harm.

So one may trust the selection, but one must confirm it in action. This is the caution the verse gives.

A story

Jaya and Vijaya, the Gatekeepers of Vaikuntha

From the Bhagavata Purana (Third Skandha): Jaya and Vijaya were the two guards of Vishnu's gate in Vaikuntha. They were the Lord's trusted servants. The Lord had entrusted the guarding of his own house's gate only after examining and finding them clear. For a long time they performed that duty excellently.

One day the four Kumaras, Sanaka, Sanandana, Sanatana and Sanatkumara, came to see Vishnu. They were great-souled sages who looked like five-year-old children. When they reached the gate, Jaya and Vijaya, thinking them mere children, stopped them from going in. "The Lord is resting; do not go," they said sharply.

The pride and ignorance that came with their post changed them. Without examining the greatness of the sages, they stopped them. The angered sages cursed them: "You who are unfit to be in Vaikuntha shall be born on earth." Vishnu came out and received the sages with reverence. But the curse had become fixed.

Jaya and Vijaya, realising their fault, grieved. Vishnu gave them two options by way of the curse: to be born seven births as devotees worshipping him with love, or three births as his enemies. Wishing to return to him soon, they chose three births as foes. They were born as Hiranyaksha and Hiranyakashipu, then Ravana and Kumbhakarna, then Shishupala and Dantavakra.

The story is a great example that even those chosen and trusted by the Lord himself may change in service. So even after careful selection, attention is needed during service. That is the message of the verse.
