Explanation

This verse names the working ability of the person fit for office. Three abilities are mentioned: increasing revenue, creating prosperity, and examining the troubles that befall. One who has these three is fit for the work of administration.

'Vaari' means revenue. The state's wealth comes from taxes, trade and agriculture. One who can increase these is a good officer. But revenue increased by oppressing the people will not last; so it must be increased in a way that the people prosper.

'Valampaduthu' is to create the country's prosperity. One who builds tanks, roads, markets and agriculture makes the country prosperous. Only when revenue-raising joins with the welfare of the people does it become 'valam'. Mere hoarding of money is not prosperity.

'Utravai aaraaivaan' is the ability to examine and resolve sudden troubles. Floods, drought, disease and enmity may come at any time. Without one who knows their causes and handles them swiftly, development falls apart. So the ability to remove obstacles is needed.

Thus a worker must not only know how to save and grow but also how to think and solve when obstacles come. This verse draws the complete picture of a good administrator.

In today's institutions too these three abilities are needed: growth, welfare and problem solving. Giving charge to one who has them is right employment.

A story

Rama's Questions to Bharata

From the Valmiki Ramayana (Ayodhya Kanda, 100th sarga): When Bharata met Rama at Chitrakuta, Rama asked his brother many questions about his welfare and the rule of Ayodhya. These are known as the 'Kacchit sarga'. They contain an ancient guide to state administration.

Rama asked, "Have you kept wise and honest men as your ministers? Do you give a fitting post to one who is fit? Are farmers and merchants happy in your country? Do agriculture and cattle rearing flourish? Are the lakes and tanks in good condition? Have you made irrigation facilities without depending on rain?"

He asked further, "Do you spend in proportion to income? Is the treasury full? Have you not raised taxes beyond what people can bear? Do you punish corrupt officials? And is the innocent never punished? For each task, do you choose and appoint the one who does it well?"

These questions give the measures of a good king. Increasing revenue, the prosperity of the people, honesty of officials and avoiding trouble all come as questions. Rama asked Bharata these with affection and instruction.

Bharata accepted Rama's counsel and, from Nandigrama, guarded Ayodhya with good governance for fourteen years. When Rama returned the country was prosperous. Well-chosen officials and a full treasury awaited him.

The Ramayana gives, as a series of questions, the same need of a ruler who increases revenue and creates prosperity that this Kural states. The two traditions say one truth in different languages.
