Explanation

The last verse of the chapter teaches the king a daily duty: to examine his workers every day. If officers act honestly, the world will be straight; if they bend, the world bends. That is the meaning.

'Naadorum naaduga' stresses continuous supervision. The duty does not end with once examining and choosing. As said in the fourteenth verse, people are changeable; so daily supervision is needed. If small faults are found at once, great evils do not grow.

'Kodaamai kodaadhu ulagu' is a phrase of lovely sound. 'Kodudhal' is bending, or leaving the path. If the officer is straight, the world is straight. The machinery of government is directly connected with people's lives. If one officer takes a bribe, a family is affected; if many take bribes, the country is affected.

The king's role here is unique. He cannot do everything himself. But watching those who do is his responsibility. The watching is not out of suspicion but out of care.

In the previous verse he said suspecting friendship is wrong; here he speaks of supervision. The two do not conflict. Giving authority with trust and knowing the position every day belong together.

In today's administration, audits, reports and supervisory meetings are forms of this verse.

A story

Rama Who Listened to the People

From the Valmiki Ramayana (Uttara Kanda): After defeating Ravana and returning to Ayodhya to be crowned, Rama established Rama Rajya. The epic praises that in his reign rain fell in season, crops flourished, disease lessened and people lived without fear. The reason was Rama's care in knowing the condition of the country every day.

Rama sat in the assembly daily to hear complaints. He wished to know not only the actions of his officers but also what the people said about them. He sent spies and trusted friends to listen to the talk of the people in the city. He knew that good governance needs the voice of the people.

One day, speaking with his friends, he asked, "What are the people saying in the city? Tell me what is good and what is bad about me and my officers." They hesitated at first, but Rama gave them courage. His aim was to know the truth, however bitter.

Because of this practice, officers behaved honestly. Knowing that their deeds would reach the king, they feared to do wrong. The people too gained faith that their grievances would reach the king.

Because the officers did not stray from the path, the country did not stray. Rama Rajya is still honoured as the image of good governance. That reign showed in practice the truth of 'kodaamai kodaadhu ulagu'.
