Explanation

The king's emblem is the white umbrella of sovereignty. It shows his rule and his power to protect. Here Valluvar says the farmer's emblem-umbrella is the ears of grain. 'Alagu' is an ear of paddy, and the farmer is the one with its shade. Though his umbrella looks small, Valluvar says it will bring the umbrellas of many kings within its shade.

Why is this true? Because the greatest king cannot rule without food. Army, state and wealth all rest on food. Without the grain the farmer grows, the king's army cannot march. Kings are therefore indirectly indebted to the farmer. Valluvar states that debt openly.

Commentators give another sense as well: because the farmer creates a prosperous land, the king of that land gains the strength to make other kings come under his own umbrella. That is, a country's agricultural wealth is the basis of its king's glory. In both readings the farmer's central role is clear. What the simile tells us is that true power lies not in authority but in meeting the basic need. The hands that give food finally bear up the state as well. So for a country to honour its farmers is as good as honouring itself.

A story

Yudhishthira's Rajasuya

This is the Rajasuya sacrifice in the Sabha Parva of the Mahabharata. The Pandavas ruled Indraprastha. They made their land prosperous: they cleared the Khandava forest into green country and made rivers and lakes. Under Yudhishthira's rule the land flourished and people lived happily.

The sage Narada came to Yudhishthira and asked him a series of questions about the state of his land. "Are the farmers in your kingdom happy? Are the water bodies full? Is there enough grain for seed? Do you help farmers with loans?" he asked. These questions show that the first duty of a good king is to guard agriculture.

By the strength of his prosperous rule Yudhishthira decided to perform the Rajasuya. He sent his brothers in all directions to bring the kings under him. Kings of many lands came of their own accord to pay tribute and brought gifts.

Thousands of kings gathered at Indraprastha for the sacrifice. The land had enough food and wealth to feed and lodge them all. All accepted Yudhishthira's eminence and acknowledged him emperor. Many umbrellas came beneath his umbrella.

The basis of it was the wealth of his land. A state that kept its farmers happy gained the strength to take other kings in its shade. This is the political form of Valluvar's picture of those who have the shade of the grain-ear seeing many umbrellas under their own.

Narada's questions remind us that farming prosperity is the strength of a state. The umbrellas of kings grow in the shade of the farmers' ears of grain.
